About export controls

Export compliance refers to adhering to the laws, rules, and regulations surrounding the sale and export of certain items such as controlled items, commodities, technology, and software. Digital River's Compliance team and Legal team work together to ensure that they understand and enforce the latest regulations and laws within Global Commerce. We conduct internal audits regularly to ensure that our tools and services are in compliance and provide you with the best experience.

Export controls for non-US-based businesses

If you are not a US-based business, export controls still apply to you. Digital River is the Seller of Record (SOR)Closed The entity that owns a product when executing a sale or transaction for that product. through the online stores it operates. All sales of any product in the online stores must comply with the applicable export laws, rules, and regulations. This means that even if you are located outside the US, export controls still apply to you and your store.

Classifying your products

Digital River cannot help you classify your products. If you are unsure how to classify the product, you should do one of the following:

  • Consult a legal advisor to assist with the classifications.
  • Submit a classification request online through the Simplified Network Application Process Redesign (SNAP-R). For instructions on obtaining a Company Identification Number (CIN) to access the online SNAP-R system, go to www.bis.doc.gov/snap/pinsnapr.htm.

  • Ask the manufacturer, designer, or developer of the item. If the manufacturer previously exported the item. They may know the ECCN.

My ECCN does not appear in Global Commerce

If your ECCNClosed ECCN is a code that determines whether a product requires a U.S. export/re-export license, has any license requirements/restrictions, or has an end use that is prohibited by applicable export control laws. ECCNs are used by Digital River to ensure compliance with export control regulations. does not appear in Global Commerce, contact the Export Compliance team (export@digitalriver.com) for help. Include the following information in the email body:

  • The correct ECCNs for your products
  • Information on your products

    Example: Include all applicable product upload information.

The Export Compliance team will respond to your email during the following hours:

  • Business Hours (Monday – Friday, 8:00 am to 5:00 pm CST): Response within one business day from the time of receipt of the email.
  • Non-Business Hours (any day and time that falls outside of business hours): Response on the next business day immediately following the inquiry.
